In May of 2022, Jeff along with his son Jason and business partner Fazal Sirhandi open XCAL Shooting Sports and Fitness in Ashburn, VA. A nearly 12 year endeavor, XCAL Ashburn is the first in a series of new revolutionary shooting sports and fitness venues. This inaugural two-story, 95,000-square-foot facility features three distinctive indoor shooting ranges, traditional as well as functional fitness spaces, mixed martial arts, spin and group athletics in both indoor and outdoor spaces. A large wellstocked retail store, the Midway Café, onsite SPA and the XCAL Premium Member’s lounge round out the amenities for our members and guests.
Prior to opening XCAL, Jeff was a senior executive with The Boeing Company with a principle focus on starting, building and running new businesses supporting the Department of Defense and the Intelligence Commnity. Prior to his retirement in October 2019, Jeff served as the director of Maritime Integration & Capabilities for Autonomous Systems, a division within Boeing Defense, Space & Security.
Prior to this role, Jeff served as the general manager of Electronic Sensors & Intelligence Solutions (ES&IS), a business within Autonomous Systems that integrates signals intelligence (SIGINT) capabilities, payloads and other vertical content on surface, subsurface, air and ground platforms. Headquartered in Fairfax, Va., ES&IS included three Boeing subsidiaries: Argon ST, Boeing Intelligence & Analytics (BI&A) and Digital Receiver Technology, Inc. (DRT). During this time, he also served as
president and chief executive officer of Argon ST and as general manager of BI&A.
Previous roles with Boeing included director and general manager of the Intelligence Systems Group which was headquarted in Springfield, VA. In this role, he oversaw the development and integration of systems that provided innovative technical SIGINT, cyber solutions and advanced analytic capabilities for the U.S. Department of Defense and the U.S. Intelligence Community with emphasis on the NSA, DIA and NGA.
Jeff also served in a number of roles in business development and strategy, supporting the Space, Domestic and International Intelligence and Maritime markets as well as larger C4ISR markets for Boeing as well as for Argon ST before it became a
Boeing subsidiary.
Jeff joined Argon ST in 2004, following 32 years as a career cryptologic officer in the U.S. Navy, where he provided technical leadership in the areas of SIGINT and information warfare. He commanded the Naval Security Group Activity, San Diego, and served as the director of Cryptology and Information Warfare on the Staff of the Commander, U.S. Third Fleet. He also served as the J6, Kunia Regional SIGINT
Operations Center, Hawaii, and as the assistant chief of staff for Manpower, Education and Training on the Staff of the Commander, Naval Security Group Command. He served in a variety of sea and shore assignments in Okinawa, Japan; Hawaii; Maine; San Diego; and Washington, D.C.
Jeff holds a bachelor’s degree in liberal studies from the University of the State of New York – Regents College. He has served on the executive committee of the Intelligence and National Security Alliance (INSA) the National Defense Industrial Association (NDIA) and the Armed Forces Communications and Electronics Association (AFCEA)
